The Vertical Lines (COLUMNS) are mislabelled as Horizontal Lines (ROWS).

OP has posted about baxoku (previously will sudoku) in several forum on internet, but has not posted any actual puzzle (i've not seen any!), inferring that you buy the book!!

You can take 4 of the same block to make square, horizontal, vertical, triangular puzzles.

You can take 2 or more blocks (shown above) combined into 4 blocks in any order to make jigsaws (as alluded to elsewhere!).

E.g. 1 of each of the 4 blocks above makes this jigsaw:
