What technique can I use to get unstuck?

Locked candidates on 3 in column 3, removes the other 3s in block 4. Follow that up with some naked and hidden pairs and things should sort themselves out.

Locked candidate 1 in R2C12 eliminates 1 in R2C8.
Hidden pair on 69 in R46C6 eliminates 4 in R4C6.
Hidden pair on 17 in R4C8 and R5C9 eliminates 1 in R4C8 and 13 in R5C9.
and so on.
