Sudoku Players' Forum (clone)

This has probably been asked before, but I am trying to find a Sudoku maker, where:

1. You pick what squares you want the numbers to appear in.
2. The program will generate a puzzle with the starting numbers and solution.
3. Give a rating to the puzzle.
